Lawmakers in Nebraska continue to press forward with a legislative bill that seeks to tighten restrictions on skill gaming machines located in multiple venues across the state. The Legislative Bill 685, or LB685, proposed by State Sen., John Lowe of Kearney, has successfully navigated its preliminary stages by securing a unanimous 31-0 vote.

Expected Laws Adapt to Skill Games’ Expansion by Introducing Taxes and Rigid Rules

Over recent times, skill games have shown a significant increase in bars, restaurants, convenience stores, and more establishments. Unlike conventional slot machines, these games necessitate some level of skill to achieve victory, hence creating a fine line between recreational activity and gambling. Nonetheless, the proposal’s addictive nature and prospective societal impacts are creating waves of concerns.

The suggested bill is set to address these worries by enforcing a set of key initiatives, as per WOWT’s report. Primarily, the bill proposes a 5% tax on net earnings made from the game machines, along with a distributor fee of $100 for each machine. Larger distributors who own 50 or more gaming machines would incur an increased fee of $5,000.

The consequential tax income would be divided among various sectors, including property tax relief, enforcement actions funding, and contributions to the state’s tourism strategies.

Also, LB685 is endeavoring to institute rigid guidelines over the sales of co-branded alcoholic beverages, barring their placement near non-alcoholic drinks. This directive aims to minimize possible confusion amongst consumers and ensure adherence to underage alcohol consumption laws.

Nebraska’s Legislative Discussions Bring Attention to Skill Games’ Similarities to Slot Machines

During the legislative discussions, concerns were raised about the thin line differentiating games of skill from games of chance. Certain senators hypothesized that these skill games essentially operate as modified versions of slot machines, spotlighting luck as a crucial determinant over skill.

Moreover, the rapid growth of these gaming machines has sparked fears about their potential to lure criminal elements and worsen societal challenges.

However, proponents of this legislation emphasize that introducing stringent regulations is critical to mitigate the unrestrained expansion of skill gaming venues.

In the previous year, Nebraska witnessed an explosion in skill games across retail outlets, totaling over 4,700 units. This led lawmakers to reevaluate regulatory and taxing measures. Anxieties amplified regarding addiction potential and class competitiveness, leading to calls for increased supervision and enforcement, echoing similar concerns and debates ongoing in other American states like Virginia and Pennsylvania.

By levying taxes and implementing revenue limits, the Nebraska bill is targeting the prevention of undeclared casino establishments and fostering fair gaming practices. The continuing progress of the bill is a notable move towards addressing the daunting challenges associated with skill gaming in Nebraska. As deliberations persist, it falls to the legislators to find the equilibrium between promoting economic growth opportunities and preserving the welfare of communities statewide.
